Our policies are designed according to these two general principles:

1 - Climate Change - Actually solve the problem!

We must do enough to solve the climate problem. Our aim must be a level of per capita carbon pollution which, if adopted globally, would be safe in a timescale that is practically feasible and avoids the worst climate risk.

In a world of expanding population and expanding per capita energy demand, we need to convert to zero carbon energy if we are to solve the problem.

This means a long-term target of one tonne of carbon dioxide per person per year.

2 - Other Aspects - Enhance national competitiveness, energy security, and general well being

For policies to be adopted worldwide we need to adopt those that are in the interest of each country’s long-term general economic well-being.

In uncertain times, each nation will require a secure supply of carbon-free energy. Businesses (either using or supplying low-carbon energy) need certainty over the future price of electricity in order to invest.

We should avoid wasteful consumption in theory and in practice. As we decarbonise the energy system, we can move our taxation system away from taxing income and investment towards taxing carbon instead. An efficient tax system promotes an efficient economy.

In economic terms, we should design policies which increase per capita wealth (where wealth includes physical, natural and social capital). Thus, for a given population and using appropriate long-term social discounting, policies should have a net positive value for society.
